You can get the base talisman from Lakeside Crystal Cave in Liurnia of the Lake, by defeating the Bloodhound Knight. Similarly, you get the +1 variant at Castle Sol, on a corpse hanging from a wooden ledge near the Southern walls. And, the +2 variant is available at the Lunar Estate Ruins in Liurnia of the Lake, inside a chest in an underground room.
